The Agreement (referred to as the “G2G Framework Agreement”), the result of negotiations that began in June 2025, establishes a comprehensive and systematic framework for strengthening bilateral cooperation, consolidating historical and cultural ties and supporting Albania's EU accession process.
Below are some of the main areas of focus.
- Energy: promoting renewables, energy efficiency, sustainable use of natural resources, and building storage infrastructure.
- Environment: environmental protection, sustainability and quality improvement in the Adriatic-Ionian area, with focus on biodiversity, waste management, circular economy, water treatment and remediation.
- Security and defense: strengthening cooperation in defense and related industries, defining their areas, forms and modalities.
- Civil defense: modernization of emergency services in Albania, interoperability, use of the unique 112 number and integration of advanced technologies.
- Migration: collaboration to counter irregular migration, including initiatives inspired by the Mattei Plan and the EU Global Gateway. The aim is to enhance Albanian maritime patrols and develop innovative solutions in view of the EU pact on migration and asylum.
- Justice and home affairs: cooperation against organized crime, terrorism, money laundering, human and drug trafficking, as well as the transfer of convicted criminals.
- Infrastructure: development of physical and digital infrastructure through joint projects, feasibility studies and exchange of expertise.
- Health: improving the quality, accessibility and efficiency of Albanian health services by promoting the use of advanced technologies.
- Agribusiness: initiatives on sustainable agriculture, food processing and security, and technologies for climate adaptation and disaster prevention.
- Tourism: development of sustainable models and joint projects for the protection of cultural heritage.
- Innovation and research: strengthening academic, scientific and technological cooperation, with joint programs also involving the diaspora, support for start-ups and use of advanced technologies, including artificial intelligence.
- Education and training: educational and cultural cooperation, fostering mutual language learning (Albanian in Italy, Italian in Albania), mobility and recognition of qualifications.
- Diaspora and cultural exchange: promotion of cultural and linguistic identity through platforms, digital content and mutual access to public channels.
The Agreement provides a framework for implementing projects, selected according to shared criteria and coordinated by a Joint Cooperation Committee, which may be supported by a Joint Technical Secretariat.
