The Government of Tirana confirms: no taxes for Italian pensioners

A firm point that definitively sweeps away all uncertainty about the future of pensions for Italians in Albania.

Minister of Economy Delina Ibrahimaj, at the end of the Government meeting on April 10, announced the submission to Parliament of a draft law on fiscal matters.

It foresees that all Albanian citizens or residents in Albania who generate income in various countries around the world will have such income exempt from taxation.

Albania is therefore not changing its policy of attracting people and capital from abroad, which focuses heavily on the “silver economy” aimed at retired individuals. 

With this tax exemption, the Albanian government intends to incentivize the return of its diaspora citizens who receive pensions from other countries and to encourage them to invest in their homeland.

Furthermore, Minister Ibrahimaj confirmed that the Government believes in the positive effects for economic development from the presence of pensioners who have earned their pensions in other countries and decide to live in Albania.

In recent months, much confusion had been generated by unclear wording in the tax law in effect since January 2024. According to some interpretations, pension income for non-Albanian citizens would have been subject to a 15% tax%.

An initial authoritative clarification came from the Prime Minister's spokesperson Jonida Shehu, who, when prompted by journalist Aldo Fontanarosa of the Italian newspaper The Republic Last February 11th, he declared that the Government had no intention of taxing pensions paid by foreign countries to citizens with fiscal residency in Albania.

Now, swift approval of the bill announced by Minister Delina Ibrahimaj is awaited.
